Eligibility Criteria:

  • A minimum language ability of level 4 on the Canadian Language Benchmarks trials;
  • The equivalent of a Canadian high school diploma;
  • Recent and relevant work experience; and
  • An offer for a full-time home care job.

These programs aim to fill critical caregiving roles while providing workers have a secure and stable transition to life in Canada.

  1. Rural Community Immigration Pilot

The Rural Community Immigration Pilot will provide pathways to PR for newcomers who want to live long-term in small rural districts and can help overcome labour shortages in Canada.

Eligibility Criteria:

  • Suitable work experience or graduation from a regional educational institution.
  • Genuine full-time job offer from a designated employer.
  • The Canadian Language proficiency requirements are based on the NOC TEER level of the job offer.
  • Proof of funds: The amount must be at least 50% of the low-income threshold for rural areas.
  • Demonstrated plan to live in the designated community.
  • Applicants must also get a certificate of recommendation from a community’s economic development community.
  1. Francophone Community Immigration Pilot

This pilot program is part of Canada’s Policy on Francophone Immigration, which aims to promote the development of francophone minority residents.

The Francophone Community Immigration Pilot will focus on expanding the number of French-speaking newcomers settling in francophone minority residents outside of Quebec.

It aims to provide the “economic development of francophone minority communities, while also allowing to restore and increase their demographic significance.”

This pilot was announced simultaneously as the Rural Community Immigration Pilot. As with the Rural Community Immigration Pilot, IRCC will work with special communities participating in the pilots to “attract and maintain foreign skilled workers in rural and francophone minority communities.”

Eligibility Criteria:

  • French language proficiency: NCLC Level 5 or higher.
  • Relevant work experience (waived for some international graduates).
  • Full-time job offer from a selected employer.
  • Proof of funds: 50% of the Low-Income Cut-off (LICO) for one year.
  • Valid certificate of recommendation from an economic development organization at the time of application.
  1. Manitoba’s West Central Immigration Initiative Pilot

Announced on November 15, Manitoba announced a three-year pilot to manage labour market shortages in its rural west-central region. The province will collaborate with seven rural municipalities and Gambler First Nation to complete respective labour market needs.

According to the Manitoba Minister of Labour and Immigration, the pilot responds to local requirements for skilled workers. It creates on the province’s current regional immigration initiatives in Winkler-Stanley, Morden, and the Parkland region.

  • According to the press release, approximately 240-300 people will be required by the province over the next three years to meet labour market needs.
  • No launch date or eligibility criteria have been shared so far.
